  • Job Description

    Our client is a well-established organization in the driver education and training sector. They are seeking an HR & Purchasing Manager responsible for developing and implementing HR strategies, as well as overseeing purchasing functions.

    In this role, you will report directly to the General Manager for both HR and Purchasing operations

    【Responsibilities】
    HR Functions:
    - Develop and implement HR strategies and initiatives that correspond with the business plan.
    - Improve management-employee relations by resolving demands, grievances, and other concerns.
    - Develop and oversee HR strategies, systems, tactics, and procedures within the organization.
    - Promote a positive work environment.
    - Manage a performance appraisal system that promotes excellent performance.
    - Utilize HR analytics to generate reports for management and support informed decision-making.
    - Represents management in collective bargaining with unions.
    - Maintain legal compliance throughout HR management.

    Purchase functions:
    - Develop and implement purchasing strategies that align with the overall business plan.
    - Review and process purchase orders to ensure they meet specifications and requirements.
    - Engage with possible vendors and negotiate contracts.
    - Monitors purchasing technology trends and controls purchases and installation as needed.
    - Monitor purchasing technology trends and oversee adoption as needed.
    - Researches and assesses providers for quality, timeliness, pricing, and services.

Qualifications

    【Requirements & Preferences】
    <Must>
    - Bachelor’s degree or Diploma in Human Resources, Supply Chain Management, Logistics, or a related field
    - Minimum of 5 years of experience as an HR & Purchasing Manager
    - Fluency in English to liaise effectively with counterparts
    - Knowledge of MOM guidelines, employment laws, and best practices in HR and purchasing
    - Familiarity with HR systems and databases, as well as experience in union negotiations
    - Proven experience with HR metrics and effective sourcing strategies
